Ransomware infections spread by email and corrupted web sites, so blocking an IP address range will not stop ransomware from infecting your systems.  All it will do is prevent the ransomware from notifying its home base once it has encrypted the files.  And since ransomware servers have very short lifetimes on hosting services, what is blocked today will be somebody's legitimate server tomorrow.

Most security appliances will do this for you. Their knowledge is gained from a huge network of nodes that report back data and also clients installed on machines reporting back data. No security company in their right mind would publish their data to be used and this is not the sort of list you can maintain manually.
