Windows Terminal Server 2008R2 - controlling processes access to resources

I have a Window2 2008R2 Terminal Server. Sometimes a process/program grabs all the RAM/CPU resources. In particular Web browsers like Firefox are often the culprit?  Is there a way I can block that from happening - by user/by process/by program? Is there a way I can make Firebox and browser run in a more stripped down mode?

If there is no tweaking I can do how would I set up an alert so that we would be emailed when a certain CPU/RAM limit was reached?

I am not using Citrix - just native Windows TS - but there was no TS topic I could reference - however, I assume Citrix users have similar problems.

Thanks. But I already know it's not all ad-related.  As well when you setup the Tracking Protection in IE does it have to be in a private session?
