I need to develop a web application that also have to be installed in ios and android phones. I know some frameworks like ionic that can help with this task, so my question is:

¿Is possible to develope only one app that works in desktop and also can be packaged an installed in a smartphone?
¿wich frameworks do you suggest?

What you are describing is not a native application but a website that will run in a browser. That is probably what you should be developing.
