Default Programs Does Not Show Excel 2010 Only Excel 2016 Even Though Both Installed

I had this question after viewing How to have Excel 2010 & Excel 2016 both installed, but Excel 2010 as default?.

I went to Default Programs, but it doesn't show Excel 2010 or allow me to change anything.
I should have Administrator rights.

Are you an administrator?  

Can you use Associations (instead of Default) to change the Association for XLS XLSX to Office 2010?

I checked and i definitely am Administrator.  I was able to get the file association to be 2010 by running repair from Programs.
