what Is the Best storage device to buy ? HP MSA 2040 (C8R14A) or dell nx 3230

Dear Experts i'm going to buy a storage and i'm comparing between  HP MSA 2040 (C8R14A) & dell nx 3230 i will use it to store large video files to be accessed from 6 - 10 users ,so i need your help to decide

NX3230 is a NAS designed for file storage which is what you need. It uses Windows Storage server and is just like any other Windows based file server except for the licensing - it's a PowerEdge server with firmware tweaked to give a different splash screen at POST.

MSA 2040 is a SAN designed for shared server storage and would be of little use for you as it does not do file services.

There's a double-density one with one row of 12 disks behind the 12 visible disks, I haven't seen one of them yet, presumably it's about 4 inches longer than a standard model.

Which is better, Dell NX or HPE StorEasy I couldn't say, both run Windows Storage Serverand both have similar features. Dell and HPE servers have similar reliability.
For large video files you would want high capacity 7.2K disks rather than lower capacity 10 or 15K ones.
