You will need a lot of WiFi Accesspoints to cover this area, especially if you want indoor coverage as well. You need APs with mesh functionality as else every AP needs to have its own cable based feed to the internet, which could be quite expensive.

Here is a site from a project to roll out public wifi to several towns, a lot of this should help you:

You have many other vendors available now like Ubiquiti, who have units like their outdoor APs. But as andreas pointed out, you need to have a solid plan on how to make sure the the APs have the connectivity that they require.

Yash, the good news is that there is technology that can do this.  the challenge is going to be with feasibility from a cost perspective.  I think you should consider an architecture with both MESH and FIXED wireless.  You can use FIXED wireless to deliver the broadband connection to the street level and then use an outdoor meshed devices to distribute the wi-fi for end user access, BUT IMO you will want to keep the number of MESH hops from getting too large to make sure you have good through put.   Cambium Networks builds good fixed and indoor/outdoor wi-fi products additionally they have a free cloud based management and control platform for the fixed and wi-fi infrastructure.  You can use them to get a ROM business case started.

Are you interested in setting up the network as a FREE service or paid?  If Paid, I assume you will want to design to a tighter SLA.
