MS Exchange 2010 Management Console Initialization Failure

I'm unable to open the Microsoft Exchange On-Premises console to manage exchange.  I have attached a picture of the error that I'm receiving.

 Exchange Initialization Failure Error
When I run "winrm quickconfig" I received "WinRM service is already running on this machine.  WinRM is already set up for remote management on this computer."

I have verified that the time is correct on all DCs and the EX server.

Any assistance would be greatly appreciated.

What is your OS version ?
is it standalone or Virtual ?

We are using Windows Server 2008.  It is installed as a hypervisor on Windows 2012.  This is the only exchange server for the domain.

I found my solution!

The default site was not started under IIS.  I started it and it came right up.

I was able to identify the issue without any assistance.  I referenced the source of the documentation where I was able to find the solution.
