Can you tell me what this means?

As a Systems Analyst your job is to  used the IRDP&TI  or Initiation, Requirements, Program&Test and Install/Implement. We will use DDBD or Define, Design, Build or Buy, and DO IT (Implement).

It seems self-explanatory. what part is confusing? (and is this in any way related to MS Access?)
except both parties are Implementing.
