IE 10 to 11 upgrade issues

Surface pro 3 ,W8 pro .
Customer is having issues trying to log onto bank website ,say IE outdated.
FF works fine.

Auto update is checked for IE10.
When I try to update to 11 ,I get Silverlight not up to date,but upon downloading Silverlight ,I get version are the same error.

Uninstall Silverlight ,reboot and reinstall,same issue when trying to log into bank or upgrade to IE11.

Any ideas?

Is everything else up to date? Maybe roll back to IE9 or 8 if possible and then try.

Surface is set to auto update,so all patches are current.
