Naming Separate Tabs Based on Cell Contents

I have a file that has been compiled to make a report. Each tab is different. Some tabs have data in cell L9 that can possibly be used but there are a couple of other tabs that I am scratching my head as to what I can use to name. Can anyone help me out here? I have the compiled report and I have the template (end result) file as well. I am attempting to use an excel macro. I sincerely appreciate the help here.

OS: Windows 7 64 Bit
Excel 2013

These do not need to be saved with Macros but as a regular workbook.
If that is the case then you will not have any way to do what you are trying to achieve without a vba or macro backend embedded.  The only way to have a macro embedded is to save it as an XLSM file.
