Naming Separate Tabs Based on Cell Contents

I have a file that has been compiled to make a report. Each tab is different. Some tabs have data in cell L9 that can possibly be used but there are a couple of other tabs that I am scratching my head as to what I can use to name. Can anyone help me out here? I have the compiled report and I have the template (end result) file as well. I am attempting to use an excel macro. I sincerely appreciate the help here.

OS: Windows 7 64 Bit
Excel 2013

Please let me know if I need to explain any further. Thanks.

Here are a couple of ways.  One of them is from  Microsoft's KB.  Note when saving you need to save it as an XLSM file type to retain the macro.  The second link is dynamic in relations to a certain cell.

This macro is not dynamic, and needs to run to apply.

This one is active when you open the XLSM file.

These do not need to be saved with Macros but as a regular workbook.

If that is the case then you will not have any way to do what you are trying to achieve without a vba or macro backend embedded.  The only way to have a macro embedded is to save it as an XLSM file.
