I just need to know where I can add/modify the web resources....on Dynamics CRM 2011

As with many customizations using a solution. You can either add a web resource in the Default Solution (Settings| Customization | Customize the System) or create a new solution (Settings | Customizations | solutions) and add the web resource in the new solution.

A discussion of whether to use the Default Solution or a new solution is far too long for here but generally if you are doing a lot of customizations to your system you should create a solution for the changes and also create a Publisher record that sets the customization prefix to something other new_.
