1350 HP printer error - paper jam

I have a 1350 HP and trying to test print for a friend. His 1310 is giving him issues.

My 1350 keep giving a paper jam error when there is no paper in the tray.
Why I inert say 15 sheets the error continues. When the printer was installed on my system the printer does what it is supposed to do which is print a blank page. That printed normally so there was no "check paper" error. I removed all paper and tried 1 sheet and no results.
What can be done about a paper jam error when there is none?

I watched that video and the parts do not move like he shows.
I also watched an HP video with three different fixes and none worked.

A rubber cap holding a spring in place must be repaired or the unit is in the trash. I'm waiting to hear from HP on what tool it takes to remove the 4 screws which do not look like phillips or..........
I did find two small pieces of scrap paper in there but the paper jam light remains.
Reset, and other fixes all failed. There are articles that cover "fake paper jam" errors that can be never fixed. One article by HP said if all else fails call HP and they will sell you a new one.
