FTP File permissions

To upload and overwrite a css file.  What do the file permissions need to be?
Also, is there a way to place "Ownership" on a file?  If so how and how to remove it?

Normally, if you have FTP login access, you also have write permission.  Ownership is determined by your login credentials and you normally can't change them.  Most FTP programs let you change file permissions.  Web files normally have '644' permissions which give the owner read and write permissions and everyone else read permissions.  If it is a Windows server, you can change the file permissions with an FTP client.
