Not really.  All the programs that I have that can print images will scale the image to whatever dimensions you ask it to.  Most will automatically scale the image to fit on the screen or the printed page.  If you want it to print to a specific size, you'll have to select that.  You can't make it so others will get exactly the same size because they will be able to select the size they want in the programs that they use.

do you know any cheap 3d scanner ? my purpose is only to scan ornaments.

Thanks
If I'm understanding what you want, lots of software can do it, even the simple, built-in Paint applet/accessory. Just go to Print>Page Setup:

User generated image
The default Scaling is "Fit to", but change that to "Adjust to" and select 100% of normal size, which means actual size.

Btw, what do you mean by "ornament"? Regards, Joe

Jewelry..

Actual size means - Click a picture of necklace .......print that image and if i put same necklace on that print it will fit size to size.

Thanks

As Dave mentioned earlier, virtually all imaging software can scale an image to fit on the printed page. But the camera doesn't know how "big" the necklace is. Here's another thought experiment. Suppose the necklace is on a jewelry tray on the counter and you take a close-up of it with your phone camera. Now suppose the necklace is on a woman's neck and you take the photo of her standing 10 feet away from you.
