Two Dell Optiplex 170L boot up.

Windows screen flashes then it lists Sata Primary Drive not found, Primary drive not found, etc.

Have you changed the BIOS?  Sata set for AHCI in BIOS?
The hard drive may have failed.  You can try an in place repair if you have media or a recovery volume.

Are you sure this is the Windows screen?  Most likely it is the BIOS screen.  Check what it is.

As pjam suggests "The hard drive may have failed"  That is a pretty old machine and that is what I suspect.  

You can get the UBCD http://www.ultimatebootcd.com/download.html from here.  Make the CD (ask if you need an application to do that or instructions) and boot from it.  Then test the hard disk with the appropriate manufacturer's util.

post a picture of what your bios shows for installed disk drives
and check if the proper disk is set in the boot priority section

Most likely a failed disk drive as pjam suggests.  dbrunton and nobus  make suggestions which could be helpful in troubleshooting.
