how can i set up a calendar in outlook 2013 and give permission to few selected domain users

Incidentally, you can do this with PowerShell but, given that you are only working with one calendar in one mailbox for a few users, it's far faster and easier to just do it all in Outlook.

Thanks, Lisa. I'm just glad yours wasn't a comment from "ThatPowerShellGuy" (I know you're out there...and I know you won't be able to resist making a comment now!).
Most people don't believe how much Outlook support I do without powershell, regedits or other very technical repairs. I work from the simple theory, works for me!
