pic in header needs to resize on mobile

I need to include the arch logo to right of logo badge (Johnston's Bakery. The 3 arches represent 3 individuals so all 3 MUST display at all times.

1.How do I tell wordpress to resize the arch logo on mobile devices?   Right now, the logo slides off the screen.
2.  How do I tell system that arches are to appear BELOW badge logo?
3. Why does badge logo disappear on phones?

The badge logo shows up fine for me on the iPhone 5, but only one arch shows up and it appears as though the badge is in front of the arch.

What happens when you add the logo and arches into separate places?

Under WP Admin / Settings - there's an upload section for logos.

And for your 3 arches image, go to WP Admin / Appearance / Header

Problem is they have TWO logos.  The Johnston's Bakery Badge and the Arches.  BOTH have to have equal billing.  I need to figure out how to have one appear ontop of another on mobile devices.  Or, have them both sit next to each other.  I just couldn't figure that out.

Not sure what you mean by, "adding the logo and arches into separate places?" They both need to have equal importance.  Both are company logos.

I do not see any place to add logos when I go to settings.  See screen shot

I can't add two header images under Appearance/Header.  I can only add one.

We are going a different route.  The MAIN logo will now be composed of TWO logos in ONE image.
