User getting the group policy client service failed the logon access denied

we have a user getting the above error message trying to login to our terminal server
we have checked the user account is not locked out, no unusual behavior seen
user able to login to windows 7 local pc but cannot login to terminal server
permissions on terminal server are good no changes

Found corrupt user.dat files, deleted them and user now able to login
