We are migrating to Office 365 and have a terminal server which we will be increasing our user connection CALS. What levels of Office 365 license will allow users to use office on the TS with the Office 365 license rather than buying extra office licenses for the TS?

To properly use/license/install Office365 on a RDS, you need the Office365ProPlus license (every user needs one license). That's why there's only one guide to find, https://technet.microsoft.com/nl-nl/library/dn782858.aspx
Use anything less, and you break licensing issues, and/or it won't even install.
