Look like you need the HTMLEditorExtender :
http://www.ajaxcontroltoolkit.net/HTMLEditorExtender/HTMLEditorExtender.aspx
And use :
<ajaxToolkit:InsertImage />
And server side use the ImageUploadComplete event
