Do you have internet connection from the PC where you ran the mvn command?

Are you behind some sort of proxy? If so, you will need to configure Maven to also use that proxy.

The very last part of the error message says "connect timed out" and that means that it can't connect to the server. It is unlikely to be the server that is the issue, and most pc's these days have internet connection, so the common case is that it is due to proxy issues.
