What is the story on converting a website to a mobile app.  I see prices from  $45.00 to $1200.00.  Is this something that I can do myself? If so what do I need.   Or do I need to pay someone?  If I do.  Do they control my app?  Thanks.

That depends on the service you choose to use. Usually it's listed under the "Rights Ownership" section of their "Terms and Conditions" policy. Can you program with Swift (iOS), Android (C, C++), or Windows Phone?
