How to create a movie clip same as per attached link?

Dear EE experts,

We would like to ask on regards to video editing software/program, what is the video editing program that can make a nice clip like this:

What we mean is the video editing program that can make a magical effect as that.

Any of the bigger major video suites can do that. Sadly, there's obviously a price tag to it. Though if you go for Adobe After Effects, you could try their monthly subscription (and stop with it if you don't need it anymore, for about 40 bucks a month).
There will NEVER be a video editing program that can do magical effects like that. There's too much brain power needed to complete it. These were not ordinary "dumb" wipes/screen transitions, these were creative well though image transitions using the frame. It means thinking about what's going inside the frame, planniing out how to transition to then next scene. The director had it all laid out with drawings, and the video technician then carefully planned out the "normal video", and the "framed" video, and then had to align it all (syncing it with the 4 corners of the frame, fixing the movement and size with it).
Any of the magical effects inside a movie editing program are stale, repetative and constrained (think of advanced 3D overlays, transitions etc. Rarely do you see it interact with the real video you're working on).

Btw, how do you call that "Magic like" effect in video?

The only magical like effect I saw, was the tracking of the "inside" of the picture frame. You overlay the inside with another movie, aligning the corners of the movie with the corners of the picture frame. The video effects program will then "take care" of the tracking and deforming of the movie that it will keep aligning it with the picture frame. The aligning of the corners, the programming of the movie within, still will be a laborious task if the program can't track it perfectly by itself (depends how clearly the corners are detectable, using chroma key might alleviate some of this detection problems)
If you didn't mean the picture frame, you need to specifiy it better (time code of the video, and description of the effect).
