Error trying to Connect - Exchange 2010, Outlook 2010 & Windows 10

I have several workstations that when you open Outlook, in the lower right hand corner it says 'trying to connect' and takes several minutes before it will say Connected to Microsoft Exchange.  Sometimes I have to force 'update folder' to get it to connect.  This is happening on several (but not all) Windows 10 machines.  We are running Exchange 2010 & Outlook 2010.

If I look at Event Viewer on a PC - it just shows that Outlook is hanging.

Take one of the problem machines, delete the Outlook Profile (Control Panel, Mail). Shut down the machine, start it up and create a new Outlook Profile. Test and please let us know.

I tried starting in safe mode - no difference - same issue.  I did remove and create a new Outlook mail profile - no difference - same issue.
Again on one problem computer.

1. Try uninstalling Office, restarting and then reinstalling Office and updating it.

2. If this does not work, make a new, test Windows User Profile (Account). Log into the new Windows Account, set up Outlook and test.
Try the same mailbox on a different workstation
Take a clean win10 machine, install outlook and nothing else. Is the problem reproducible?
