I get this error:

Try downloading the Global Address List. We had several users experience this and the cause was stale GAL.

That's usually a network connectivity issue, simply try sending the message later. Switching to a different network or using OWA should help as well.

To download GAL, Open Outlook, Send /Receive, from the drop down select, download Address Book.
Takes about 2 minutes. Hope this corrects your issue.
