Do any cloud providers (Oracle, Amazon, Dell) support SMS (or other wireless) event notifications?

For AWS, you can check out Amazon Simple Notification Service (Amazon SNS). Can choose between six distinct delivery protocols: Email, Email in JSON format, HTTP, HTTPS, Amazon SQS, and SMS

For Oracle Cloud, you cam check out its messaging receive messages from one destination and either sends the messages to another destination or pushes them to a user-defined URL as an HTTP request.

But specifically for SMS notification, you can look at the Oracle Mobile Cloud Service

For Dell, you can check out Alertfinder. It should support SMS.

btan gave a good overview for application level notifications, not necessarily for SMS.

However, if you want to have SMS notifications on IT events, then the solution set is a bit different.

AWS has CloudWatch, that integrates with SNS and can push out SMS. Google also supports SMS.
Most other clouds services' infrastructure events, though, either live in the middle ages of email notifications, or have some ability to push to a REST endpoint.

What to do when your cloud provider does not support SMS notifications?

* Find a notifications service that supports SMS and your workflow. I like PagerDuty, as it does more than just send SMS - it sends it to the right person at the right time.
* Either send event emails directly to PagerDuty, or use Zapier as a switchboard.
* Zapier can poll RSS feeds, connect to status REST API feeds, accept email, and poll mailboxes, and send SMS by itself.
* Zapier also integrates out of the box with PagerDuty, and many, many other useful services. For example, an event may have to be pushed to your NOC dashboard in all cases as well as being sent out via SMS on critical conditions. This is easily done with Zapier.

Indeed very much app driven notifications with the api interface. Amazon SNS is flexible. Besides that SNS can send messages to mobile endpoints subscribed to a topic, it can also send direct push notification messages via following push notification services to your mobile device (as subscriber):

Amazon Device Messaging (ADM)
Apple Push Notification Service (APNS) for both iOS and Mac OS X
Baidu Cloud Push (Baidu)
Google Cloud Messaging for Android (GCM)
Microsoft Push Notification Service for Windows Phone (MPNS)
Windows Push Notification Services (WNS)
