Does AWS, Oracle or Dell Cloud provide customer notification about cloud resources that have been dynamically allocated based on utilization needs?

I can't speak for Oracle or Dell, but with AWS you can set up autoscaling groups to notify you when instances launch, terminate, or fail to launch/terminate.  You can also set up alerts using cloudwatch metrics (i.e. if number of active instances reaches a certain threshold, send an alert).
