Hi
I have a MSI and trying to convert it to merge module,
Does anyone know a freeware tool to do this.

This expert suggested creating a Gigs project.
MSM uses a small subset of the tables from the MSI, plus it has its own tables, such as Module  Signature.  This article provides the steps to create an MSM, beginning with obtaining empty MSM from Windows SDK.

You can open the MSI in Orca, remove the tables it shouldn't have, create ModuleSignature, and "save as" MSM.

Commercial MSI-authoring tools achieve this task by allowing to import components from an MSI.
