Move ASP.NET user control on a web form as the user scrolls

I have a ASP.NET user control which is currently fixed. What I would like to do is move the user control as the user scrolls up and down. What is the easiest way of doing this ?

i suspect using css Float....   (top / right) but I confess to not understanding how it works properly.
