When I open Backup and Restore in Windows 7 then attempt to manage backups or create a system image I get the following error: A volume shadow copy service component encountered and unexpected error. Check the Application event log for more information. (0x80042303). I've verified the Volume Shadow Copy service is started.

Application event log shows these errors:
Volume Shadow Copy Service error: Unexpected error calling routine GetProviderMgmtInterface.  hr = 0x8004230f, The shadow copy provider had an unexpected error while trying to process the specified operation.

Read this for how to make sure the dependent services are operating and to fix the DCOM error:
https://www.veritas.com/support/en_US/article.TECH140909

If that doesn't fix it, run MSCONFIG and make sure it is set to normal startup.  If that doesn't do it, run SFC /SCANNOW to fix system file corruptions.

The "Microsoft Software Shadow Copy Provider" was disabled. Enabling it and setting it to Manual resolved my issue.

The Comment by Davis McCarn would have also resolved the issue.

I goggled what would cause the error "The COM Server with CLSID {65ee1dba-8ff4-4a58-ac1c-3470ee2f376a} and name SW_PROV cannot be started" and found the answer.
