Pass through dll

I currently use ajax to call a classic asp page which using vb script calls a dll which returns xml content that I change into Html and render back to the calling page.  

How can I create a new dll that is portable (can be copied to servers without registering) with an include file (containing the vb script) to replace the asp page.  

Purpose of this is:
1.  Replace classic asp as the end point
2.  Provide logging (I can add this to the include file)

short answer is, you can't. asp needs the DLL to be registered in order to call it. doing a simple google search explains why in more details
