Only allow one site in Internet Explorer on XenApp.

Does anyone know a good way of only allowing one URL accessible in IE 11 on XenApp.  I know there are ways to block hotkeys, menus, I know how to do that.  

But I want to block all access, except for the particular site.  I was thinking a proxy file, .pac?  Anyone have any good suggestions.

Instead of doing it from the server, what if it was done at the Firewall?  Only allow outbound http or https requests to the IP of the site.  That would restrict it to the site.  We did something similar to restrict access to a particular site in our farm.  Or more specifically we didn't allow ANY access to the web from our server farm and then created an exception for that one site.
I guess that if you have some servers or stations that did need wider access could a rule be created that would limit requests from certain IP's to only go to the one site.
I am not certain of how to do it through Group Policies.

I rather do it from a server level...  Don't want to touch fw at all.  Anyone know how to setup a proxy PAC file?

 HKCU\Software\Policies\Microsoft\Internet Explorer\Control Panel
 Value Name=Proxy
