Try adding below lines to your .gitignore file. I am not aware of your requirement. But I think it's better to keep the web.config file checked in instead of ignoring the changes [Just a suggestion as I am not sure of your requirement].

*.dll
*.pdb
*.config

Why You Should Analyze Threat Actor TTPs

After years of analyzing threat actor behavior, it’s become clear that at any given time there are specific tactics, techniques, and procedures (TTPs) that are particularly prevalent. By analyzing and understanding these TTPs, you can dramatically enhance your security program.

Where exactly you are placing this .gitignore file. Can you provide a copy of the copy that you are using to verify or test from my end.

Use attached file. Also if you tried to check-in web.config file earlier and just recently trying to ignore web.config file then you have to run below command from git bash and you should be able to solve your issue.

git rm --cached web.config
.gitignore.txt
