Check IIS service on your lync server. Make sure all pools are running. Did you changed anything recently, like service account password or any change on SQL side.

Check errors in server logs. Why it is not starting? Any error you are getting. Best you restart the server.

I am not a SQL expert, however you can do basic check, If SQL server is up and related service are running. If you have SQL team, you can ask them to check it.
