I need to create a new user to access our RDS/MySQL database

I need help creating a non-root user to access our MySQL database, which is hosted on an RDS instance.  I tried setting up IAM roles and creating policies, but am not having any success with this.

Using command line:
mysql -u [your_master_username] -p -h YOURRDSENDPOINT.rds.amazonaws.com

CREATE USER 'kamron'@'%' IDENTIFIED BY 'somepassword';
GRANT SELECT ON [your_database].[some_table] TO 'kamron'@'%';

Or you could use MySQL Workbench, connect to the Amazon RDS and run the 2 commands.
