CUCM extension number can't be called externally

I have two extension numbers & they are both working internally however when users externally try to call one of the extension numbers it appears to be going through however doesn't???
Can someone tell me what I've missed?& where I need to check? Ok

& thank you for response Ken however I've since found out it is a licencing issues which has to be resolved via TAC.

So are the extension DID numbers or are they being translated from whatever the caller dials?  Also what type of PSTN connection do you have?  PRI, SIP, Analog lines, etc..?

Are the extensions double forwarded? Check restriction on forwarding related issue.
