How to synch Office 365 with AD in hybrid mode?

How to synch Office 365 with AD in hybrid mode. Is there an option for that in the cloud or from Exchange 2016?

You would use the Hybrid Configuration Wizard located in the Exchange Admin Center of your on-prem Exchange server.

I am not sure I understand what you mean but if what you want is to have a "Copy" of your exchange 2016 database on office 365 then no you cannot, for that you will need to take a server on AZURE, extend your network to azure and put another exchange 2016 node for your org in azure
One of the prerequisites of the Hybrid Configuration Wizard is AD synchronization using the AD Connect tool.

How AD connect work? Is it just a tool that we can install on our desktop and which permission it needs?
