upgrading Windows 2012 R2 server running Exchange 2016 to Windows 2016

Is it possible to upgrade Windows 2012 R2 server running Exchange 2016 to Windows 2016?  It would be much more easier to upgrade Windows, otherwise we'll have to create a new Windows 2016 server to install a new Exchange server to migrate the mailboxes to.

No - Windows cannot be upgraded in place once Exchange is installed. You'll be in for a far smoother ride if you can build a new server and migrate to it.
