Why, and when, to use Windows Workflow

Why should I use WF for new projects?  When is there a compelling reason to use WF?  Is it limited to WebApp projects or does it also apply to desktop development?

Developers may need Windows Workflow only if any of the following have place:

If they deal with a long-running process.
If they deal with a process that changes frequently.
If they need a visual model of the process.
