Palo Alto Networks - how to sync configs HA primary to secondary (active/passive)?

How do I determine why the primary and the secondary are not syncing? And how do I
tell the units to sync? I'm not seeing a "Sync" button on the UI. I'd expect to find such in
Device/High Availability - but nothing there nor in the other places I've looked. Or perhaps
its in Operational Commands under Device/HA but my UID doesn't give me rights to see it??

Configuration Synchronization:
Enabled: yes
Running Configuration: not synchronized
Out-of-sync Reason: Failure to complete config sync
