Office application should work on terminal server, i dont why its not working may be you are not using final version or there is important updates needs to be installed.

Office 2007 works fine on Server 2008 terminal server.

You can create remote App also from RemoteApp Manager on your server and send RDP files to users so in case of Main site goes down users can use application from your remotely located server. In this case also you will need terminal client license and office also.
