Not only this page, but the settings and appearance tab within the wordpress dashboard shows the same black page with a small dot. Also the media library isn't working. It just keeps on loading and loading and doesn't open any image.

There's almost no way to troubleshoot this, but the assumption is that some custom code, either via a plugin or alteration to the theme or functions.php, is bad and thus killing the site.  Do the following:

1) Enable debug mode in WordPress: https://codex.wordpress.org/Debugging_in_WordPress#WP_DEBUG

2) Check your server's error_log

3) Switch to a different theme, preferably TwentySixteen, to see if the problem continues

4) If no luck with any of the previous, copy the /wp-content/plugins folder to a safe place, then delete everything in /wp-content/plugins/

Basically, the first two steps may reveal the source of the error and if so, you fix it.  The last two steps will tell you if the issue is in the theme or a plugin but require more detective work from there to figure it out.
