safari scroll causing z-index div to bounce

section-2 of this page, when you scroll slowly with Safari causes the Div to "Bounce"  Any ideas on how to fix it?

It is the grey div that appears.  It jitters and bounces when you reach the bottom with the scrollbar.

There is definitely some scrolling issues with this page and safari. I can't even scroll "normally" as it just triggers a really slow scrolling action.

A slow scroll through safari doesn't "bounce" and I mean SLOW...whereas a fast scroll does.

I would look into the js and css that is controlling the scrolling here, something doesn't seem quite right.
