File Upload Control on a ASP.NET Overlay Page

I have a web project developed using ASP.NET. I have an overlay which is essentially a .NET web form. I have a File Upload control on that form and a submit button. When I choose a file to be uploaded and hit submit the the hasfile property of the File Upload control tells me that a file has not been uploaded. Any ideas why this could be happening ?
