Windows and Outlook 2013: Popup alert on mail to certain folder?

I get a ton of alert emails. I'd like to have some kind of lower-right screen popup that
shows just when mail comes into a specific folder. Is this doable?

How does the email get to that folder? If it does so thru an existing rule, this can be done as follows:

1. Turn off the Advanced E-mail Options > Display new a New Mail Desktop Alert
2. Modify the existing rule, adding the "Display a desktop alert" option.
