Css issue on scroll

I have a polygon at the bottom of a div.  The background image is to have a parralax effect, which it does.  However, the bottom of the div scrolls up when you scroll down.  You can see it here:

It is the orange piece at the bottom of the city lights image.

How do I fix that?

I don't know a lot about parallax, but it looks to me like the code for that polygon:
<svg class="bottom-svg" height="150" width="2200">
  <polygon class="corner" points="0,0 2200,150 0,150"></polygon>
  </svg>

should go in
<section id="section-4"

Open in new window

rather than
<section id="section-3"

Open in new window

as it is essentially a part of the display of section 4.
You'll probably need to make some other changes to get it styled correctly though, as just moving it didn't fix the problem by itself.
