HTTPS/SSL based VPN will full functionality?

I had this question after viewing Best strategy for set up a VPN from Windows 10 to a work network. Bonus if windows 7 also can connect..

A Cisco ASA (or other hardware) running  HTTPS/SSL based VPN connecting an external user to an office network, can that work without limits so in practical terms the external user will be just another internal user in the network, not limited to only WEB or some other limit?

Yes. You can configure the SSL VPN on ASA to redirect all traffic to the ASA, isolate the client from its LAN (other than the VPN connection) - but that is not what you've asked about ;-). DNS, WINS aso. and routes are provided with the VPN, so even name resolution works for remote targets.
Because of lags (added delays), bandwidth limitations and other restrictions you cannot expect speed to be the same, though; this is in particular true if sending a lot of small packets, where the overhead is enormous.
