Is there a graphical GUI builder that I can use with Eclipse?  Something easy to install?  Thanks.

What language are you wanting to work with? Something like WIndow Builder  may be helpful.

Java.  I don't have a lot of rights on the Linux machine, however.  So, something simple that can just be added to my classpath would be ideal.
You can download that plugin and copy it to the eclipse plugins folder manually.
I can't seem to find where to download it manually.
Hmm looks like it is indeed missing the manual link. Is there a way you can get permissions to install plugins? It isn't recommended to do this stuff manually since there is no way to sign the download.
The admins run a pretty tight ship.  I can add / use stuff like Apache Commons, JFreeChart (just add jar to classpath), etc, but changes to the system are not allowed.  Even if they WOULD install it, it would probably be wiped out during the next system upgrade.  I'm doing ok with using layout managers, but my GUIs are getting more complex.  If a GUI is not possible, maybe I should use a more modern layout manager, such as MiG?  Or, others?
