setup and Configure smtp on windows server 2012 r2

I needs to be able to relay mail and accept mail connections from the my SQL server database.

You need to create a relay connector in mail flow/receive connectors with FrontendTransport role.
Authentication: Transport Layer Security TLS
Externally secured

Permissionn groups
Exchange servers and Anonymous users

In Scoping you can list all local network IP addresses you want to send email from and bind available network adapter.
It should work with no problem

Sorry I don't really understand your answer. I just need the steps to configure smtp on windows server 2012 for now. I don't want to use exchange server or sql server at this moment.

No I didn't try this software, thanks for the recommendation.
What I need is a mail server address where I will send the mail to, it needs to be able to relay mail and accept mail connections from the SQL server. Would a regular smtp configuration on windows server 2012 do it?
I did use your suggestions, MailEnable. Thanks for your help!!!
