hi Folks, I work with Outlook all day and this one has me stumped! Client worked with MS for hours on this, no resolution. He found me and I said I'd give it a shot.

He's on the old eas with hotmail, not the new exchange server. He has 2016 and at my house I have 2013. Neither will connect in Outlook, it sets up, but will not connect to the server at all. I have tried manual setup and even changed all the servers to the common ones.
s.outlook.com
m.hotmail.com
eas.outlook.com
outlook.office365.com

Most will green check and setup, but not connect in Outlook

Any ideas? Thanks!

Could be a problem with authentication.  This is a long shot but have you tried disabling the two step authentication in Hotmail/Outlook?  It's worth disabling it during a test.

To turn two-step verification on or off
  1. Go to the Security settings page, and sign in with your Microsoft account.
  2. Under Two-step verification, choose Set up two-step verification to turn it on, or choose Turn off two-step verification to turn it off.
  3. Follow the instructions

Yes, it's off. I just had MS remote in and see what they thought. I got a new girl, but after I showed her what was going on, she confirmed it was a system problem and engineers know about it. How this happens is beyond me. I will close this, and thank you for helping!

If you have enabled 2-steps authentication, you need to create an app password in mail.live,com.

So, there is no need to turn off 2-steps authentication as it is not a good move for your email account security.

Besides, Hotmail.com account should be an exchange account now and there is no manual setup of Exchange account in Outlook 2016,. i.e. just input the full email address and the app password and everything else is handled by MS.
